Abstract

Service center analysis helps determine the location of service centers so that the community does not have difficulty accessing important facilities such as health, education, transportation, and administration, where service center system analysis is an important study in regional and urban planning to understand the distribution, function, and effectiveness of service centers in meeting community needs. The service center system refers to the structure and relationship between centers of activity that provide public services such as education, health, trade, and government. This study aims to ensure accessibility, efficiency, and equitable service delivery across the region. The hierarchy within a region is a concern, given the need for different approaches between levels with different population needs in spatial planning. This study uses a quantitative approach with data collection through field observations, interviews, and document reviews. The results show that based on the Marshall Centrality Index analysis, Kandai Village is designated as a PPK with a total index value of 1,314.32, while Kampung Salo Subdistrict is designated as a Secondary Service Center (SPPK) with a total index score of 577.15. Meanwhile, based on the Guttman Scalogram analysis, Kandai Subdistrict is again designated as a PPK with a total index score of 1,055.24, and Kampung Salo as an SPPK with a score of 568.57. The identified service centers are then integrated with spatial distribution in the field as a proposal for the Establishment of Regional Service Centers, Subdivision of Planning Subregions, and Planning Blocks.
