Sabbang District, North Luwu Regency was affected by the 2020 flash flood and experienced recurrent floods in 2022 and 2024; however, flood susceptibility information has not yet been linked to land use and spatial-plan functions as a basis for mitigation. This study aims to (1) map the spatial distribution of flood susceptibility, (2) identify the relationship between susceptibility zones and land use and spatial functions, and (3) formulate spatially differentiated mitigation strategies. A quantitative spatial approach supported by qualitative interpretation was applied using a GIS-based weighted overlay of five parameters: rainfall, slope, land use, soil type, and elevation, with weights derived from the judgement of eight experts. The susceptibility map was then overlaid with land use and the spatial pattern of the Regional Spatial Plan (RTRW) and compared with historical flood records. The results show that 51.93 km² (12.96%) of the district is highly susceptible, 202.15 km² (50.45%) moderately susceptible, and 146.65 km² (36.60%) has low susceptibility. High-susceptibility zones are concentrated in low-lying, flat areas along the main rivers, particularly in Marobo, Buntu Torpedo, Pengkendekan, and Sabbang villages. About 38.7% of the high-susceptibility zone is allocated to cultivation and settlement areas (31.4% settlement) in the RTRW, while conversion of vegetated land to built-up areas reached 17.9% in 2015–2023. Mitigation strategies are therefore differentiated by zone: structural measures and early warning systems in high-susceptibility settlement areas, drainage improvement and riparian green belts in moderate zones, and land-use control and catchment conservation in low zones, supported by community-based preparedness. These findings support the integration of flood susceptibility maps into RTRW revision and detailed spatial plans (RDTR) as a form of risk-sensitive spatial planning.
