Publication Ethics

COMMUNICATIO: Jurnal Ilmu Komunikasi adalah jurnal peer-reviewed yang mengikuti pedoman dari Komite Etika Publikasi (Committee on Publications Ethics atau COPE) terkait seluruh aspek etika publikasi nya, terutama pada kasus-kasus pelanggaran riset dan publikasi. Pihak yang terlibat pada publikasi artikel di jurnal ini, termasuk editor-in-chief, editorial board, peer-reviewer, dan penerbit (Universitas Terbuka) menyatakan komitmen kami untuk selalu berpegang pada perilaku beretika dalam seluruh proses publikasi artikel jurnal ini. COMMUNICATIO: Jurnal Ilmu Komunikasi berkomitmen untuk mengikuti praktik yang terbaik dalam hal-hal yang berkaitan dengan etika, kesalahan, dan penarikan artikel. Pencegahan tindakan publikasi yang tidak benar adalah salah satu tanggung jawab penting bagi editorial board. Segala bentuk tindakan yang tidak etis merupakan hal yang tidak bisa diterima. Jurnal ini tidak memberikan toleransi terhadap segala bentuk plagiarisme. 

COMMUNICATIO: Jurnal Ilmu Komunikasi mengadaptasi COPE untuk memenuhi kualitas etika yang berstandar tinggi bagi penerbit, editor, penulis, dan reviewer. Praktik beretika merupakan hal yang penting, sehingga etika publikasi perlu untuk dijelaskan dengan baik demi meningkatkan kualitas penelitian di seluruh dunia. Bagian ini menjelaskan standar bagi editor, penulis, dan reviewer. Penerbit tidak memiliki hak untuk mencampuri integritas dari konten dan hanya berperan sebagai pendukung proses penerbitan secara tepat waktu. 

Bagi para editor:  

  1. Editor dapat menerima, menolak, atau meminta perbaikan manuskrip berdasarkan laporan review dari editorial review board.  
  2. Editor bertanggung jawab terhadap seluruh artikel yang diterbitkan oleh COMMUNICATIO: Jurnal Ilmu Komunikasi.  
  3. Editor diizinkan untuk saling berkomunikasi dengan editor dan reviewer lainnya dalam pengambilan keputusan final.  
  4. Editor harus mengevaluasi manuskrip secara objektif, menilai berdasarkan kualitas tanpa mempertimbangkan kewarganegaraan, etnisitas, kepercayaan politik, ras, agama, gender, senioritas, dan afiliasi institusi dari penulis. Oleh sebab itu, editor harus menolak penyuntingan manuskrip yang berpotensi menimbulkan konflik kepentingan.  
  5. Editor harus memastikan dokumen yang dikirim ke reviewer tidak mengandung informasi penulis, dan sebaliknya.  
  6. Keputusan editor harus disampaikan kepada penulis dengan disertai komentar dari reviewer, kecuali apabila komentar tersebut berisi pernyataan yang menyinggung atau mencemarkan nama baik.  
  7. Editor harus menghormati permintaan penulis untuk mengganti reviewer apabila alasan yang diberikan dapat diterima dan dapat dilakukan. 
  8. Editor dan seluruh staf harus menjamin kerahasiaan manuskrip yang masuk.  
  9. Editor menggunakan panduan dari COPE untuk mengatasi masalah terkait dugaan pelanggaran dan sengketa penulis.  

Bagi para reviewer:  

Reviewer memberikan komentar terkait pertanyaan etis dan kemungkinan pelanggaran riset dan publikasi.  

  1. Reviewer menyelesaikan pekerjaan dengan waktu yang sudah ditentukan dan melapor kepada editor apabila tidak dapat menyelesaikannya.
  2. Reviewer wajib menjaga kerahasiaan manuskrip.  
  3. Reviewer tidak dibolehkan menerima manuskrip yang berpotensi menimbulkan konflik kepentingan antara dirinya dan penulis.  

Bagi Penulis:  

  1. Penulis memastikan tulisan tidak pernah diterbitkan sebelumnya dan tidak pernah mengalihkan hak apapun ke artikel yang akan disubmit.  
  2. Penulis wajib memastikan keaslian tulisannya dan telah mengutip hasil karya orang lain sesuai dengan format daftar referensi.  
  3. Penulis dilarang melakukan tindakan plagiarisme atau autoplagiarisme.  
  4. Penulis harus mengikuti kriteria kepemilikan sesuai dengan petunjuk di COMMUNICATIO: Jurnal Ilmu Komunikasi.  
  5. Penulis tidak memasukan manuskrip yang sama ke jurnal lain pada waktu yang sama. Penulis juga diharapkan untuk tidak mempublikasikan manuskrip tentang penelitian yang sama di jurnal yang berbeda.  
  6. Penulis adalah orang-orang yang berkontribusi secara signifikan pada konsepsi, desain, pelaksanaan, dan interpretasi penelitian. Setiap pihak yang berkontribusi secara signifikan harus ditulis sebagai penulis lainnya (co-authors). Penulis harus memastikan seluruh penulis lain sudah melihat dan menyetujui versi manuskrip dan penulisan nama-nama mereka sebelum dimasukan ke jurnal.  
  7. Penulis tidak menyebutkan informasi pribadi apapun pada bagian deskripsi, foto, atau latar belakang identitas lainnya yang dapat membuat identitas penulis dapat dikenali.  
  8. Apabila penulis diduga telah melakukan falsifikasi atau pemalsuan data, penulis wajib mengirimkan data dan detil lainnya ke editor.  
  9. Apabila penulis menemukan kesalahan atau ketidakakuratan yang signifikan pada manuskrip yang telah dimasukan, penulis harus melaporkannya ke editor.  
  10. Penulis harus mengklarifikasi seluruh hal yang dapat menimbulkan konflik kepentingan pada dokumen COMMUNICATIO: Jurnal Ilmu Komunikasi agar tidak terjadi pengungkapan, seperti karya, biaya penelitian, biaya konsultan, dan kekayaan intelektual.

COMMUNICATIO: Jurnal Ilmu Komunikasi is a peer-reviewed journal. This journal follows guidelines from the Committee on Publication Ethics (COPE) facing all aspects of publication ethics and in particular, how to handle cases of research and publication misconduct. This statement clarifies the ethical behavior of all parties involved in the act of publishing an article in this journal, including the author, the Editor-in-Chief, the Editorial Board, the peer-reviewer, and the publisher (Universitas Terbuka). COMMUNICATIO: Jurnal Ilmu Komunikasi is dedicated to following best practices on ethical matters, errors, and retractions. The prevention of publication malpractice is one of the important responsibilities of the editorial board. Any kind of unethical behavior is not acceptable, and the journals do not tolerate plagiarism in any form.

COMMUNICATIO: Jurnal Ilmu Komunikasi adapts COPE to meet the high-quality standard of ethics for publishers, editors, authors, and reviewers. As an essential issue, publication ethics needs to be explained clearly to improve the quality of the research worldwide. In this part, we explain the standard for editors, authors, and reviewers. The publisher doesn't have the right to interfere with the integrity of the contents and only supports publishing timely manner.
For Editors
1. Based on the review report of the editorial review board, the editor can accept, reject, or request modifications to the manuscript.
2. Editors should be responsible for every articles COMMUNICATIO: Jurnal Ilmu Komunikasi published.  
3. The editors may communicate with other editors or reviewers in making the final decision.
4. An editor has to evaluate the manuscript objectively for publication, judging each on its quality without looking to nationality, ethnicity, political beliefs, race, religion, gender, seniority, or institutional affiliation of the authors. He/she should decline his/her assignment when there is a potential conflict of interest.
5. Editors need to ensure the document sent to the reviewer does not contain the information of the author, vice versa.
6. Editor's decision should be informed to authors accompanied by reviewers' comments unless they contain offensive or libelous remarks.
7. Editors should respect requests from authors that an individual should not review the submission if these are well-reasoned and practicable.
8. Editors and all staff should guarantee the confidentiality of the submitted manuscript.
9. Editors will be guided by COPE flowcharts if there is a suspected misconduct or disputed authorship.

For Reviewers
Reviewers need to comment on ethical questions and possible research and publication misconduct.
1. Reviewers will do the work in a timely manner and should notify the editor if they cannot complete the work.
2. Reviewers need to keep the confidentiality of the manuscript.
3. Reviewers should not accept to review the manuscripts in which there is a potential conflict of interest between them and any of the authors.


For Authors
1. Author(s) affirm that the material has not been previously published and that they have not transferred elsewhere any rights to the article.
2. Author(s) should ensure the originality of the work and they have properly cited others' work in accordance with the format of the references.
3. Author(s) should not engage in plagiarism nor self-plagiarism.
4. Author(s) should ensure that they follow the authorship criteria that are taken from COMMUNICATIO: Jurnal Ilmu Komunikasi that is explained in instruction for author of COMMUNICATIO: Jurnal Ilmu Komunikasi. 
5. Authors should not submit the same manuscript to more than one journal concurrently. It is also expected that the author will not publish redundant manuscripts or manuscripts describing the same research in more than one journal.
6. Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study. Others who have made significant contributions must be listed as co-authors. Authors also ensure that all the authors have seen and agreed to the submitted version of the manuscript and their inclusion of names as co-authors.
7. The author(s) have not suggested any personal information that may make the identity of the author recognizable in any form of description part, photograph, or pedigree.
8. Author(s) should give the editor the data and details of the work if there are suspicions of data falsification or fabrication.
9. If at any point in time, the author(s) discovers a significant error or inaccuracy in the submitted manuscript, then the error or inaccuracy must be reported to the editor.
10. Authors of the journal should clarify everything that may cause a conflict of interests such as work, research expenses, consultant expenses, and intellectual property on the document of COMMUNICATIO: Jurnal Ilmu Komunikasi from disclosure.
