Framing Analysis of Pertamina’s Crisis Management in Alleged Fuel Corruption

Abstract
Allegations of fuel subsidy corruption involving PT Pertamina in February 2025 have received widespread media attention and have the potential to damage the company's image. The purpose of this study is to examine crisis management in the alleged fuel subsidy corruption case through press releases published by PT Pertamina. This study uses qualitative research with Robert N. Entman's framing model analysis. The results show an emphasis on problem solving by involving credible third parties to strengthen information delivery and assist in corrective actions, which serve as a crisis management strategy to suppress negative issues. This finding is Pertamina's strategy to minimize the negative impact of the crisis on the company's reputation. In terms of publication time, Pertamina was responsive in publishing press releases, providing responses within 24 hours after the crisis. The publication pattern was generally between 12:00 p.m. and 5:00 p.m., which was considered effective because it was in line with the prime time for journalists and the public to access information. The dominant strategies used by Pertamina to restore its image are corrective action and bolstering. PT Pertamina has successfully implemented a structured crisis communication strategy through press releases to manage public perception. The results of this study are expected to serve as an evaluation for Pertamina's public relations department to improve the effectiveness of its crisis communication strategy by refining its messages, timing, and selection of press release distribution channels.
